Sheffield Wednesday Deals with Serious Challenges, Says Independent Regulator

'Our role is integral to football's future' - newly appointed regulator the regulator's chair

Sheffield Wednesday's persistent issues are seen as a "serious issue" and the new football authority is aiming to acquire authority to look into club affairs in such situations, the newly appointed chairman the regulator has stated.

In a wide-ranging interview, the chairman, who was named to the position this week, showed understanding towards the club's followers.

The regulator engaged with four supporter groups representing the South Yorkshire club in recent days.

The Championship side have been experiencing difficulties in multiple areas in this season, with the club delaying salary disbursements on multiple instances, including in last month.

"Clearly Sheffield Wednesday has been a significant problem for EFL and a significant problem for football," Kogan told.

"Sheffield Wednesday is one of the historic institutions for the English game and recently we have met Sheffield Wednesday supporters' groups.

"Our aim is to acquire the ability... which will permit us to bring Sheffield Wednesday - and other clubs referred to us if they require examination and acted upon."

Economic Challenges and Proprietorship Status

The club's controversial proprietor Dejphon Chansiri indicated in the summer he would be prepared to relinquish control at Hillsborough, but he has been unable to finalize an agreement with potential new owners.

Missed wage deadlines on time in spring months led to sanctions by the league officials in mid-year, stopping Wednesday from completing any recruitment activities for the subsequent signing windows, although those limitations were removed in the end of the transfer window.

Authority's Position

The chairman stated: "Our role exists to serve the Owls followers, other clubs in similar situations where supporters are loyal to a local institution that has represented their community in multiple situations.

"I completely understand the team's plight, as I do for each organization that in modern times have encountered failure, or nearly ceased operations, for causes separate from the followers."

When asked if the authority might compel an chairman to relinquish a club if they are judged inappropriate, Kogan said: "When asking whether 'would we intervene in the final instance?', the response would be once we gather the evidence and comprehend the circumstances, we will."

But the chairman emphasized that requiring chairmen to relinquish clubs would be treated as a "last resort" and the authority would rather to collaborate with owners.

"The last thing what we want to do is start getting involved with an particular organization, an specific proprietor, without being in a position to cooperate with that proprietor to address the issues that the club's facing and the chairman's encountering," the chairman stated.

"However, realistically, when you examine the past of the sport, over the last 20 or 30 years there have been certain proprietors, few in number, but certain individuals who have acted carelessly in the approach they have taken toward their teams and eventually don't wish to take responsibility for the coming years."

'Errors may undo substantial development'

Kogan met with representatives from 110 clubs to explain the responsibilities of the oversight body this week and maintained it represented a "progressive gathering" with a "high level of engagement" from the grassroots to elite level.

"This position carries substantial significance, because if we get it wrong, if the sport makes errors, the extraordinary progress that's been made could disappear rapidly," the chairman stated.

"This represents everyone's worst fear in the context of the English game is a huge success story - we've got to keep it going.

"Substantial financial resources entering the sport and has been channeled for the past two decades, because certainty is lacking it will persist in entering the game, which is one of the reasons why I think we have to maintain a focused outlook on potential dangers and naturally, of the next two or three years."

Premier League Concerns

Elite division representatives objected to the creation of a regulator because of apprehensions regarding adverse consequences on the top-flight's competitiveness, but the chairman responded: "I'm absolutely committed to the prosperity and expansion as an economic entity of the elite league.

"Being fully aware of the worry about compromising the Premier League as a premium product of England. But concurrently, if you talk to the Premier League after today's meeting, they would have had a substantial amount of confidence -and, in fact, they have been telling us in private they have a high level of reassurance."

Political Connections

Kogan is still facing a "comprehensive investigation" by the Commissioner for Public Appointments after he acknowledged providing funds to the opposition group in 2020.

The chairman donated money to Secretary of State for Culture, Media and Sport Lisa Nandy's leadership campaign, along with that of the government leader.

"I have been entirely transparent regarding my previous political affiliation [with Labour], and that political affiliation came to an end the day the official body endorsed my nomination," the chairman stated.

"I am no longer involved in any sort of politics."
